Joavan not allowed to have ammunition says FESAGSS

CEBU - The Firearms, Explosives, Security Agencies and Guards Supervision Section in Central Visayas (FESAGSS) certified that Joavan Fernandez is not authorized to possess ammunition since he is not a licensed gun owner.

The certification was issued by FESAGSS chief Jacinto Cesar upon the request of the National Bureau of Investigation (NBI) to support the filing of a criminal complaint for illegal possession of ammunition against Joavan, the adopted son of Talisay City Mayor Socrates Fernandez.

The NBI has prepared the complaints but deferred the filing until a certification from FESAGSS.

Supervising Agent Rennan Oliva said they wanted to be sure that Joavan is not a licensed gun holder to justify his possession of the eight cal. 45 pistol bullets when he was arrested last Monday.

Aside from the illegal possession of ammunition complaint, the NBI will also file a case for possession of drug paraphernalia and drug using if the laboratory examination will find him positive in the drug test.

NBI chemist Rommel Paglinawan said that Joavan already tested positive in the preliminary test conducted on his urine.

Paglinawan explained he still has to conduct a confirmatory test to determine the type of drugs found.

According to Paglinawan, it could be that the positive result on the preliminary test was due to the intake of medicine. Paglinawan said that the confirmatory test would determine the type of drugs present in Joavan’s urine.

Paglinawan added that he could not proceed with the confirmatory test yet, because they ran out of the needed gas for the process. He is still waiting for the delivery of the helium gas.

Joavan was found in possession of ammunition, magazines for cal. 45 and KG-9 pistols. His pockets also contained drug paraphernalia and plastic packs with suspected shabu residue.

He was arrested by the NBI last Monday evening in Tabunok, Talisay because of a warrant of arrest for two counts of serious illegal detention and physical injuries issued by Regional Trial Court branch 22 judge Manuel Patalinghug. — Fred P. Languido/NLQ (THE FREEMAN)
