Before Joavan can be sued: Talisay police await latest complainant

CEBU – The latest complainant against Joavan, the controversial son of Talisay City Mayor Socrates Fernandez needs to go back to the Talisay City Police to file a formal complaint before charges can be filed.

This was bared yesterday by Sr. Insp. Jovito Canlapan, officer in charge of the Talisay City Police Station.

Canlapan said that the complainant Kashmir dela Cuesta needs to see them again even if he had the incident already recorded in the police blotter last Saturday, a day after the incident.

De la Cuesta, who used to be Joavan’s buddy, complained that he was harassed by the latter due to jealousy.

He alleged that Joavan threw a bullet at him, almost ran over him using his vehicle, and punched de la Cuesta. The reason for such was that de la Cuesta allegedly courted a certain Ivy Ouano, who works as a secretary in the Talisay City motor pool under Loloy Fernandez.

Joavan and Ouano reportedly have a special relationship.

The Freeman tried to contact de la Cuesta by cellular phone to confirm if he will going to sue Joavan, but instead it was the complainant’s son, who answered the phone and said his father was not around.

Canlapan said that the police officers, who responded the incident last Friday afternoon, waited for Joavan at the motor pool for half an hour in order to arrest him if indeed the mayor’s son was bringing a gun.

Joavan has been the center of controversy in the city of Talisay because of his many brushes with the law.
