Probe eyed into anomalous purchase of fire truck

CEBU - Businessman turned anti-graft crusader Crisologo Saavedra has formally asked the Office of the Ombudsman-Visayas to look into the alleged anomalous purchase of an aircraft rescue fire fighting vehicle by the Mactan Cebu International Airport Authority two years ago.

Saavedra said the equipment was not only overpriced but also in violation of the Republic Act 9184, otherwise known as the Government Procurement Act, and the R.A. 3019 or the Anti-Graft and Corrupt Practices Act.

According to him, the aircraft fire fighting vehicle that MCIAA has purchased from the Asia Borders Incorporated in March 2006 was second hand and not brand new as what was indicated in the contract.

Saavedra said MCIAA acquired the vehicle at a price of P38, 137, 200 when in fact, it could only cost P7 million.

In fact, it was discovered that the fire truck was previously delivered to Polonia Airport in Indonesia based on the markings found on the vehicle.

Saavedra said he was able to interview Joel Espinosa, officer-in-charge of the MCIAA fire department, last Thursday and the latter allegedly admitted that he was offered money by Marlon Barillo, a representative of the supplier, to paint over the previous markings.

But Espinosa allegedly refused to do it for fear that he might be included in the possible legal actions.

Saavedra alleged that the supplier and the MCIAA officials conspired in the “anomalous” transaction, adding the MCIAA officials changed the terms of reference in the contract after the bidding and awarded the contract to Asia Borders Philippines, Inc. — Fred P. Languido/WAB (The Freeman)
