SPO1 Arturo Andales and PO2 Reynaldo Hoybia, who responded to the incident, said based on their initial investigation the victims were allegedly hanging out at the intersection of Rabaya and San Roque streets when two unidentified men on a motorcycle came.
Without saying a word, one of them disembarked from the vehicle and deliberately fired at the victims before hurriedly leaving on board the motorcycle.
