Only minor hitches mar school opening in region
The opening of classes for most schools in
Department of Education Regional Director Carolino Mordeno reported that the class opening in the region was generally smooth and orderly on the first day of classes for school year 2008-2009.
Mordeno said though that there were some complaints that reached his office on collection of fees in some schools, these were properly addressed.
He said that collection of fees has strictly been prohibited by DepEd.
Mordeno said that a team of DepEd officials has been going around schools to ensure that there would be no collection of fees and to make sure that the rules are followed.
“Teachers should not be collecting fees because collection as a requirement for enrollment is strictly prohibited,” Mordeno said.
With regards to incidental expenses in schools, Mordeno said that DepEd has provided an amount for maintenance and operating expenses in schools so that there is no excuse for the teachers to collect fees.
Mordeno also said that there are some students who are yet to enroll for the school year.
“For students who have not yet enrolled, we are accepting late enrollees until Friday,” he said.
For victims of child labor, Mordeno also said that an open enrollment is available where these children can enroll at any time of the year.
The Cebu City Police also observed that the opening of classes was “generally peaceful.”

The “full force” of the PNP started to horde near the school campuses, 7.a.m. yesterday in order to secure the safety of the students from snatchers and other criminals such as jeepney hold-ups, cellphone thefts and bag snatching.

However, the problem, according to Comendador is not just outside the school campuses but also inside the campuses due to the presence of fraternities. The police, nevertheless, are doing their best to monitor the activities of these fraternity groups.
