Napolcom forms committee to monitor PNP purchases

The National Police Commission en banc recently resolved to create an oversight committee to monitor the procurement of equipment by the Philippine National Police.

In the approved Resolution No. 2008-158, NAPOLCOM wanted to determine and monitor issues and concerns that may be brought to its attention involving the procurement process of logistical needs by the PNP to ensure transparency and compliance with Republic Act 9184, or the Government Procurement Reform Law.

The Napolcom is headed by Ronaldo Puno, who is also Interior and Local Government Secretary, with commissioners Celia Sanidad-Leones and Miguel Coronel.

Coronel will oversee the oversight committee, together with Assistant Secretary Oscar Valenzuela and Napolcom Installations and Logistics Service director Conrado Sumanga, Jr.

The oversight committee shall monitor every stage of the PNP’s procurement process for its logistical needs, and see to it that the process complies with the provisions of the law, and the policies of Napolcom on specification standards.

The committee will also review documents after the Award of the PNP Purchase Contract, involving P500 million and below, before the Notice to Proceed is issued to the winning bidder.

The committee shall also report to Napolcom its findings and recommendations in relation to the transaction, which shall serve as the basis for the issuance of a certification by the Napolcom chairperson.

All concerned offices of the PNP are required to furnish to the committee copies of the reports and documents pertaining to the procurement transactions.  Garry B. Lao/RAE
