Dad asks if law vs. vendors is in force
A neophyte councilor recently asked why the city’s sidewalks are still congested with illegal vendors despite an existing city ordinance prohibiting the operation of these people.
Councilor Richard “Ritchie” Osmeña called on Vicente Mercado, chief of the Squatters Prevention Encroachment Elimination Division, to submit a report on the extent of enforcement of City Ordinance 1186.
Osmeña also wanted to know from Mercado about any problem in the enforcement, and to make recommendations on how to resolve it, if there is any.
City Ordinance 1186, approved by the City Council on February 18, 1985 during the administration of then mayor Ronald Duterte, repealed City Ordinance 1017 that allowed and regulated sidewalk and ambulant vending in some areas of the city.
A part of C.O. 1186 explained that C.O. 1017 should be repealed because it resulted in congestion and clogging of streets that in turn affected the safety, health, and peace and order in the community.
It was Osmeña’s father, then councilor Renato Osmeña, who sponsored and fought for the approval of C.O. 1186.
It declared “illegal for any person to sell or vend in retail or otherwise, any goods, articles, merchandize or commodities or engage in any business or trade in any sidewalk or portion of streets within the city of
