PNP, AFP excluded from pay hike of government workers

Police and military are not included in the 10 percent salary hike of government workers, according to the Department of Budget and Management.

DBM-7 information officer Leticia Llamedo said that policemen, firemen, jail personnel, and other military uniformed personnel are not covered by National Budget Circular 511 which legalized the 10 percent increase in basic salaries of national government employees.

Llamedo said police and military have their own salary schedule to follow.

Section 3 on Exemptions of NBC 511 mentioned “military and uniformed personnel of the Armed Forces of the Philippines, Philippine National Police, Bureau of Jail Management and Penology, Philippine Coast Guard, and the National Mapping and Resource Information Authority of the Department of Environment and Natural Resources as among those not included in the salary increase.”

Others that are also excluded from the benefit are employees that are consultants and experts hired by government entities for a limited period to perform specific activities, and students, laborers and apprentices or those that are continually compensated through laws.

It also excludes laborers hired in “pakyaw” basis or those with no direct employer-employee relationship.

However, police and military are entitled to a P90-daily in subsistence allowance, or an increase of P30 from P60.

Aside from that, the hazard pay which was originally P120 monthly is now P240. Hazard pays are given on a quarterly basis.

President Arroyo made the announcement on the increase of said benefits during the Labor Day celebration.
