LTO exec asks CSC to hold salaries of “illegally appointed” employees
An official of the Land Transportation Office has asked the Civil Service Commission to order for the stoppage of payment of salaries of 19 employees who were allegedly illegally appointed into office.
In a letter to the CSC, Leonardo Olaivar, supervising Transportation Regulation Officer of the LTO, asked the commission to enjoin the Commission on Audit from allowing the payment of the 19 employees.
Along with his letter, Olaivar filed a complaint against LTO regional director Alex Leyson and assistant regional director Edgar Cabase. Olaivar said that Cabase, who is also the chairman of the Promotions and Selection Board at the LTO, is among those who were illegally appointed into office.
Olaivar alleged that Leyson exercised the powers and functions of a regional director despite the CSC’s reported final and executory order that declared Leyson as being disqualified for the post.
“Without lawful authority, he continued to sign disbursement vouchers and cause the release of government funds to pay for the salaries of the illegally appointed employees and for the other purposes,” the letter read.
Olaivar further asked the CSC to order Leyson to “pay for and/or reimburse for the case that were already paid for the salaries of these employees.” — Joeberth M. Ocao/QSB
