City attorney okays endorsement dismissing employee from service

City attorney Rodolfo Golez had approved the recommendation for dismissal from service an employee of the city’s demolition team for taking out some used medical equipment from the stockroom and selling these to a private junk shop.

The city’s employees and management committee on inquiry, headed by lawyer Joseph Bernaldez, had earlier found that the Enriquita Crispe, property custodian of the demolition team, committed an inexcusable offense by selling the equipment without prior authority.

According to the panel, Crispe sold last February 10 a total of 1,950 kilos of used medical equipment to the JP Pardillo Junk Shop, which in turn paid her P13,650.

Junk shop owner Julito Pardillo said the equipment included a brain scanning machine, ECG machine, ultra-sound machine, over-bed table, dental x-ray, wheel chairs, and treadmill machine, among others.

A fellow employee of Crispe executed an affidavit stating that, even if February 10 was a Saturday, Crispe advised him to report to their office to help load the medical equipment into an Elf truck that then transported the items to the junk shop.

A city hall team later recovered the sold equipment from Pardillo’s shop and these served as evidences against Crispe.

The dismissal of Crispe still needs the approval of Mayor Tomas Osmeña before it will be enforced.

City Hall Ombudsman Orlando Secretario had also recommended for the suspension of Crispe’s department head, Vicente Mercado, for not taking action even after he was informed about her offense. —Rene U. Borromeo/RAE
