Bolo, in his proposed resolution, reacted on the report about Argao Police chief, Sr. Insp. Crisanto Duque, who allegedly forced two female inmates to "massage" his private parts.
"These acts of police officers speak of gross misconduct and abuse of authority," Bolo said, adding that detainees should not be treated with such lascivious and abusive manner. He said the police are supposed to serve and protect the people, especially women.
"Women play a very important role in our society and they don’t have only obligations to their respective families but they have all the rights...especially the right to be respected," Bolo said.
Duque, who had served the Argao police station for more than a year, was however relieved already from his post and transferred to the Provincial Headquarters Security and Service Group pending an investigation of the case against him.
Duque already denied the allegations and instead blamed two policewomen, under him, for putting the issue out of proportion.  Garry B. Lao/RAE
