Police homicide investigators identified the fatality as Joel Osabel, 25, a resident of Silangan II, Tejero while his companion who was hit in his left thigh was identified is Billy Louie Campungan, 17, of Sitio Silangan I, Tejero.
Campungan told police that an unidentified man wearing a stripe T-shirt and a black bullcap shot them several times while they were walking in the area.
Police said Campungan told them that they planned to get inside the gasoline station in the area that is undergoing construction but agreed not to pursue their plan and decided to walk away.
But while they were leaving the area, the assailant suddenly approached and said: 'Nanunulod mo diha?' He then pulled out an undetermined caliber of handgun and opened fire.
Peter Ventura, the foreman of the gasoline station's construction, told police that they did not have a security guard that night and did not notice anybody entering their premises.
Police recovered one slug and two empty shells of .45 caliber bullets from the crime scene. They also found a plastic bottle filled with rugby believed to be owned by the victims.
