The Cebu City Police Office, through its Criminal Investigation and Intelligence Branch, will give financial help to the family of the tanod of barangay Kalubihan that was slain at Sanciangco Street last Sunday.
The victim, Alfredo Anuba, 46, was shot in front of his wife and 3-year-old son by the suspect Nilo dela Cerna, 34, of V. Rama Avenue in barangay Calamba.
Supt. Pablo Labra III, the chief of CIIB who also trained the Barangay Intelligence Network of which Anuba was a member, said he ordered the BIN president to gather his members also and discuss on what assistance they could also extend to the Anuba family.
Members of BIN are volunteers that receive no payment for their services. Only a few of them obtain jobs offered by the city government as security personnel of government offices at the City Hall building.
BIN members, who are employed by the city government, received between P2000 to P3000 monthly allowance and free meals.
Dela Cerna told The Freeman earlier that Anuba arrogantly asked him where he was going at the time, and this resulted in a heated altercation between the two of them. He said he shot Anuba once on the chest.
The wounded Anuba managed to run away from Dela Cerna who gave chase. A few meters before reaching Leon Kilat Street, Anuba stumbled and Dela Cerna finished him off with another bullet to the head.
A concerned citizen who saw the entire shooting. He hailed PO2 Romeo Diego Abad Jr., an off-duty policeman of the Police Regional Office-7, who happened to pass by with his motorcycle.
The witness told Abad that the suspected gunman had boarded a PUJ already and was already at Colon Street. This prompted Abad to get to the PUJ and got Dela Cerna.
Dela Cerna did not put-up a fight and even told Abad where his .357 caliber revolver, loaded with three live bullets, was tucked in his waistline.
Dela Cerna, when interviewed later, said he has been engaged in the buy-and-sell business of any items including RTWs and used clothings, and was never been involved in any crime.
The police however learned from other sources that Dela Cerna has also worked as a pimp of street prostitutes. This was why Anuba and the Kalubihan tanods questioned him about his destinations in the past resulting in a grudge between the two.
