Belleza warns tardy workers

In a bid to put a stop to tardiness at city hall, Talisay City Vice Mayor Aberdovey Belleza has threatened erring employees of sanctions if they can't give up the bad habit.
Belleza has issued a memorandum reminding both regular and temporary workers to refrain from arriving late for work and avoid loitering during office hours. He said workers should learn to remain dedicated to their work.
Belleza indicated in the memorandum that a number of workers stay under trees growing within city hall premises during office hours for no valid reasons at all and that they also go out of their offices without permission from department heads. Some hang out near an unused water tank inside the premises while others gather at the tank to cook.
"This practice is not only inimical to good public service but also constitutes a gross violation of the pertinent provisions of the Omnibus Civil Service Rules and Regulations," read the memorandum.
Belleza had warned that attendance and behavior would now be "monitored." Belleza enjoined the workers to "strictly observe" the Civil Service Rules and Regulation especially on punctuality. - Liv G. Campo
