Roderick Capuyan told TV patrol Cebu that he passed by the right side of The Barn when the eight-foot wall suddenly collapsed. The wall was believed to have been weakened after a series of rains in the city.
"Maayo na lang nga inanay ang pagkatumba kay kun kalit pa na ambot unsay mahitabo nako" Capuyan recalled. He was out to buy dinner when the incident happened.
There are about 350 people residing in Middle Nivel and about half of them use the passageway where the concrete wall collapsed.
The residents said they already raised the concern regarding the wall to Apas Barangay Captain Clemente Rosales last year but there was no action taken. Rosales claimed they had a hard time contacting the owners of The Barn.
"Di man makit-an o ma-contact ang tag-iya maong naabtan na lang sa pagkahugno," Rosales told TV patrol Cebu.
Cebu City Councilor Gerardo Carillo immediately dispatched the disaster team to remove the debris blocking the passageway.
Carillo said he will be sending a report to the Office of the Building Official and recommend to the owner the immediate restructure of the wall. - Ramil V. Ayuman/BRP
