Oppus told to complain over "irregular" turnover of suspected kidnappers

Cebu Provincial Police Office director Vicente Loot told Lapu-Lapu City Police Supt. Louie Oppus to submit to him a formal complaint against the Military Intelligence Group after they turned over the
four suspected kidnappers arrested at the Mactan International Airport last Sunday without any incident report.
Loot said that he will wait for Oppus to file a formal complaint which he will endorse to the Regional Intelligence Coordinating Council against the MIG for the improper turnover of the suspected kidnappers. Loot said that the MIG did not submit any report on how the operation was conducted.
Last Sunday brothers Jessie and Ronald Pepino, Richard Orayan and Crisologo Puzon were arrested at the airport after being found with assorted firearms. The four were later freed on bail. -Norvie S. Misa,
