Fernandez wrote a letter to Cebu Provincial Police Office director Vicente Loot "highly recommending" Villacin as acting city police chief "for the best interest of Talisay City."
Fernandez attached to his letter a high performance rating of Villacin "based on my interviews of the rank and file" and the Daily Performance Report of the city police.
During its last week's session, the Talisay City Council approved a resolution asking regional police director Eduardo Gador to replace Villacin because of the police chief's "inefficiency."
Last Friday, Councilor Allan Bucao requested Villacin to "explain in writing the allegations and accusations" against him. Villacin was also asked to submit a performance report since his assumption of office six months ago.
Vice Mayor Aberdovey Belleza, who authored the resolution, said for the last six months, Villacin "has not proved effective in his mettle to combat the pernicious activities of illegal drugs and other forms of criminality in the community."
