Ricky Singh, 35, was shot once in the back of the head and died immediately.
Singh had been living temporarily in Minglanilla the past three years but his moneylending activities was apparently concentrated in Cebu City.
Nobody saw the shooting and a man who lives near the scene of the crime said he heard only one gunshot.
Police homicide investigator Rey Cuyos said it is still being determined whether there was only one attacker or several. The motive of the killing is also still being determined.

Aside from his documentation woes, Jasbir Singh is also in some other kind of trouble, that of suspected involvement in the slay-try of yet another Indian, Zurjit Singh, something that Jasbir has vehemently denied.
Jasbir said Zurjit was a friend whom he asked to help process his travel papers. He claimed to have given Zurjit P440,000 for the purpose but that nothing came of the errand.
This prompted him to ask another Indian, Don Singh, to do the same errand for him, giving him P175,000. If was Don who finally got the thing done.
Jasbir said it was Don who was the suspect in the alleged slay-try on Zurjit and that his name only got dragged into the case because he was a friend of Don.
