The fisherman, identified as Leomar Golisao, 22, married and a resident of Mambacayao Island, barangay Lipayran, Bantayan, was allegedly shot by Sulangan barangay captain Alberto Geran.
Golisao sustained multiple gunshot wounds on the right side of his back.
The town's chief of police Ramon Amistoso revealed that Geran told Bantayan Police that the marine sanctuary personnel in their place passed on information to him that a group of men had illegally fished within the sanctuary by using dynamite.
Geran, with his four tanods, went to the said place and caught two fishermen, including Golisao, already selling their catch.
Assorted varieties of fish that weighed 61 kilograms, estimated to be worth P3,500, were sold to two buyers identified as cousins Neil Rosales, 22, single and Reynaldo Rosales, 35, married, both residents of Maghawak, Medellin town.
When the buyers and Golisao were about to be arrested, the latter scampered prompting Geran to shoot him.
