Talisay Council allows 2 NGOs to use gov't lot

The Talisay City Council has approved an endorsement from the Local Housing Board in Talisay City that two accredited non-government organizations be allowed to use a 72-square-meter lot in sitio Miramar, barangay Poblacion as a site for an office building.
The Federation of Talisay Urban Dwellers Association and Talisay urban Poor Multi-purpose cooperative are accredited NGOs and people's organization of the city government.
Councilor Rodi Cabigas, chairman of the committee on urban poor and rural development, said the city council already approved their request to use the portion of the lot donated by the University of San Carlos for the construction of its office building.
"The organizations are duly accredited NGOs and POs of the city, whose objectives are geared towards the upliftment of the lives of informal sectors and to actively participate as legitimate partners in the pursuit of local autonomy," Cabigas said.
Cabigas said the two organizations have funds from various sources for the construction of an office building.
Cabigas cited Article 62, Rule XIII of Republic Act 7160 provides that local government unit shall promote the establishment and operation of people's organizations, NGOs and the private sector, to make them active partners in the pursuit of local autonomy. - Garry B. Lao
