Town mayor wants PB to resolve his plaint vs 7 dads

Ginatilan Vice Mayor Clarito Dinglasa urged the Provincial Board to resolve the complaint he raised last month against seven councilors on alleged usurpation and abuse of authority on the speedy approval of the annual budget.

Dinglasa, in an interview with The FREEMAN during the State of the Province Address of Governor Gwendolyn Garcia, said he hopes the matter he raised against Balamban councilors Karyn James Duterte, Jose Ramon Gornea, Liza Chow, Ma. Rizza Barriga, John Momo, Aurora Caballeda, and Byrne Raynan Tolabing for reconvening an adjourned session May 9 just to pass the 2005 budget may be resolved.

He said that the special session called for on the approval of the annual budget was yet premature since the committee report of the ordinance is under finalization at the committee on budget and appropriations. He also reasoned out that his motion on filing an adjournment of a meeting prior to the reconvention needed no motion to be seconded.

"It is very clear in Section 29 of the council's House Rules that I as presiding officer have an assumed motion on matters pertaining to committee reports," Dinglasa pointed out. Aside from that, the result of the Municipal Development Council meeting, that allegedly didn't achieve a quorum, became the basis of the annual budget, he said. - Ferliza C. Contratista
