The mayor cited the robbery and wounding of noted fashion designer Jed Sevilla last December 18 midnight by two men, one of them was allegedly Torres.
Osmeña said the city spent for medical expenses of Sevilla was wounded in the robbery.
Osmeña said the city would rather spent for cash rewards of at least P10,000 each to the policemen who captured Torres, and another P100,000 to the informant who tipped the arresting team to the suspect.
Meanwhile, an arrest warrant for a second non-bailable offense of robbery with homicide was yesterday issued against Torres, who is now confined at the Cebu City Medical Center for treatment of a gunshot wound he suffered last Tuesday when a team of Cebu City policemen captured him at Aurora town in Zamboanga del Norte.
This charge pertained to the gunning down and robbery of Joevita Dearoz at Paknaan, Mandaue City last September 7. Torres and his companion Roldan Villanueva were identified as the suspects.
The first non-bailable charge pinned on Torres was when he and Villanueva jumped bail of a robbery case they allegedly committed at the north reclamation area, a week after robbing and killing Dearoz.
It was RTC Judge Ramon Codilla who issued the arrest warrant for jumping bail against Torres and Villanueva. There are already five arrest warrants issued against Torres so far and Sonico's positive identification of him as the culprit was the second.
