What law?

The complaint of a reader about unlighted pedal-powered vehicles got the interest of another. Jojo Roa sent us email and here is what he sent:

I was reading a news item by Rene U. Borromeo about Cebu City Mayor Rama creating a task force for Tricycles. And I am curious about the "LAW" Mr. Borromeo mentioned about tricycles. To quote, "The law prohibits tricycles from operating in public highways, but traffic authorities in Cebu City have not encountered any problem about it. (FREEMAN)"

I already made a comment on this, but would also want to share it with you because you also wrote about the pedal powered tricycles. I am requesting Mr. Borromeo what R.A. (Republic Act) does this law from? Because we want to go over it to know if there are provision(s) that can have the sitting city or municipal officials answerable about the non-implementation of this law within their jurisdiction and to where do we file the complaint? DILG? Ombudsman? For dereliction of duty.

With the change of time going very fast where more and more cars are now on the road, these concerns about the tricycles and trisikads is very legitimate and must be regulated very strictly not because we want them to lose their way to earn a living, but rather because it is becoming more dangerous for these tricycle and trisikad drivers and most especially for their passengers to be plying the highways.

Observe Minglanilla, the Cebu South Road is a quandary of habal-habal motorcycle, tricycles, trisikads, PUJ multicabs, PUJ Jeepney, Buses, Trucks, Vans, private vehicles - thus a very dangerous place - not to mention the traffic it creates.

I hope we can get the Republic Act where we can find this "LAW".

Another reader raised the issue on vehicles that are equipped with boom boxes that pass their community playing very loud music.

She asked if there is any law that prohibits such and we believe there is, but the problem with our country is that we have so many laws that are not being implemented.

We passed by Juana Osmeña St. on our way to Escario St. and noticed the very sad state of the road for the last 30 meters to the corner.

The right side of the road, which we know was only recently repaired, is like a motocross racecourse and very near the corner.

Is this the quality of repair they are doing on our roads?

If so, then maybe our officials need to look for a better way to do the job.

A reader sent us a message via Facebook last week about how he spotted two policemen on board separate motorbikes.

He said that one wore a helmet while he thought the other also had his head protection, but laughed when he realized that the guy was simply bald.

This is another bad example shown by people in authority.
