Just the laws, no enforcerment

It was good to see some CITOM enforcers at corner Palma and S. Osmeña Blvd. early last week, but many drivers seem to think lowly of our traffic enforcers as despite the many no left turn signs in the intersection, many still insist to make the maneuver.

We have seen several drivers violate the traffic rules there and a reader yesterday sent us this email, which he hopes we will relay to CITOM Chairman Jack Jakosalem. Here it is:

This morning at about 7:30 AM, we were on our way to the south of Cebu via S. Osmeña Boulevard straight thru the tunnel to reach the SRP when our way was blocked by a huge bus turning left - guess it right - from R. Palma Street towards V. Sotto on S. Osmeña Boulevard blatantly disregarding the 3 standing 'NO LEFT TURN" traffic signs placed on R. Palma Street.

Well, wouldn't be surprised about this bus driver as it is already common to have hard headed drivers on the road anywhere in the Philippines, but the surprise is on what type or who operates the bus - No, it is not a Tourist Bus nor a Public Utility Bus. The bus in mention is registered and marked under CEBU CITY GOVERNMENT - proudly displaying the pictures & faces of the previous Mayor and the members of the Cebu City Council. You want proof? Just when we thought that the No Left Turn from R. Palma Street was already addressed & strictly implemented.

Let's see how you will act on this.

It is easy to make policies and laws, but the hard part is always getting the people to obey them.

If the penalties for violations would be increased drastically and if our law enforcers would make sure they apprehend those who violate this could definitely help make our country a better place.

The problem is once such is proposed, politicians hungry for the votes of the people, would oppose them.

Another way to lessen the number of drivers on the road is to allow only those, who can afford to maintain their vehicles to remain in tip-top shape be allowed to own one.

Of course this is hard to do, but then this can also only be successful if our government would improve the mass transport system.

In line with this, higher standards in the issuance of licenses must be implemented to limit those who will be allowed to drive.

Any policy, however, can only work as intended if those implementing such would not be swayed by any consideration, monetary or otherwise.

If you want a better country, start working on how you follow simple rules. You don't need to do anything grand to make a difference.
