Mayor Tom should put cops not enforcers

Many readers told us about their own traffic horror stories that they believe the CITOM is aware of, but just refuses to do something about.

“It could be incompetence or lack of drive,” a reader said.  He added, “I miss the old CITOM, which made me very proud to be a Cebuano.”

He was referring to the CITOM’s early days when traffic rules were traffic rules unlike today when traffic rules or signs have become mere suggestions or worse just decorations on the streets. 

“Just like some traffic enforcers,” added another motorist.

Last week, we discussed the situation at corner Colon and D. Jakosalem where jeepney drivers disregard traffic laws because there is no CITOM enforcer around to make them toe the line.

We suggested that the city police handle this matter, because we were told that enforcers fear for their safety if they implement the law in this area.

Mayor Tommy Osmeña may not be liked by many, but we are among those who continue to believe that he is one leader with the political will to get things done.  We hope the mayor can do something about this situation in our beloved Cebu City.

A reader sent us email about a concern raised at the intersection of Osmeña Blvd. and P. del Rosario St.

Here is the email:

Hi Nimrod,

I have observed that until now, the traffic situation in the corner P.del Rosario St. and Jones Ave. (infront of Landbank) is still the same,   Paugat lang gihapon mga Jeepney Drivers sa eskina bisan Go signal na,  sige gyapon pick up pasahero, where in fact its a non loading and unloading area.  Try passing that area and you’ll end up blowing your horn na mura  wala sila kadungog.    And the worst is,   ang Citom enforcer assigned diha wala lang gibuhat, as if nothing happened,   kutob lang sya tan aw intawn, there was one time I passed by that area and told the Citom enforcer:  Bai, grabeha sad anang mga PUJ driver uy,  bisag sige na busina mga sakyanan gasunod dili gyapon moabante,   he  just replied to me,   mao lagi bai, mga gahig ulo,  kuyaw man gud kung imong badlungon, kay makig patay man jud!   If that’s the attitude of all enforcers, ngano nag enforcer paman sila?  talawan man d i!  It’s better to put army soldiers as  traffic enforcers nalang para dili mahadlok.  Or maybe Citom be issued guns para nay ikasukol sa mga bagis nga PUJ drivers.

We feel the same way as our email sender. 

It is disappointing to see how others seem to disregard traffic laws while we try so hard to follow them.

This does not however mean we just disobey traffic laws too, but this should be a reason for us to observe traffic laws so that we don’t contribute to the problem.

Yes, Mayor Tom our CITOM personnel need to implement the laws, but if their lives are jeopardized, we believe that the police must take over.
