Have you ever tried calling CITOM to complain about traffic problems?  If you have done so then maybe many times you felt like the traffic authority doesn’t care too much.

Last week, we called 2539211 (that’s their hotline) and reported the traffic congestion at corner D. Jakosalem and Colon streets brought about by the jeepney drivers that have converted the area into a terminal.

There are also many dispatchers there and we wonder how come there are regular reports of dispatchers being arrested, but nobody can seem to stop them in this area.

Anyway, the operator told us that they don’t have anybody posted there and would just send a mobile unit.

A source told us that no enforcer would want to be posted in this area because they fear for their lives.  If that is true, then maybe the city police can deploy some SWAT personnel in this area to restore order.

We received this email last week from a reader:

Hi Nimrod,

Are armored cars immune from following traffic rules? I have noticed them driving on the wrong side of the road in order to over take traffic waiting for a stop light. I’ve even seen them running red lights, Illegally parking in No Parking areas, and making wild u-turns anywhere they please. I can understand this for emergency vehicles like ambulances but I wouldn’t think these were allowed for armored cars making deliveries and pick-ups for the banks.

Please enlighten me.

Just like ambulances we understand these drivers of armored cars can violate traffic rules for a good reason, but driving one is not an excuse to violate the laws.

Another email was sent to us by our reader and upperclassman Sir Butchoy Sievert asking about vehicle registration.  Maybe our good people at LTO like Mrs. Alita Pulga can enlighten our readers on this:

Nim,

Good morning.  I heard from an LTO insider that there is a need to secure a clearance from the MVIS when you register your vehicle.  If so, when did this take effect?  I guess when you go to MVIS, you get to have your vehicle inspected 360 degrees right before they issue a certification for it to be registered, right?  So I am just wondering how come there are still a lot of vehicles especially PUJs, which do not even have tail lights or signal lights or sometimes you find them “nagbitay” na!  Does MVIS charge us for vehicle owners when they inspect it?  How about the smoke emission tests?  Are they 100% accurate?  What about the CTPL? GSIS na ni or what?  Are there still accredited insurance companies that can handle this in which case adto nato kuhaon ang CTPL like AFP General Insurance Corp.?  If GSIS, built in na ni cya when we have our vehicles registered or wala pa?

Hope you can enlighten me on these issues in your Motorist’s Corner. I do learn a lot from what you discuss & bring-up there.  Thanks
