Government, auto industry agree on vehicle registration

The Bureau of Customs (BOC), the Land Transportation Office (LTO), the Traffic Management Group (TMG), the Chamber of Automotive Manufacturers of the Philippines, Inc. (CAMPI) and the Truck Manufacturers Association (TMA) have entered into a Memorandum of Agreement to further facilitate the registration of new motor vehicles and at the same time enhance the revenue generation efforts of these government agencies.

Under the MOA, the manufacturer’s or green copy of the Certificate of Payment (CP) of duties and taxes issued by the BOC shall already be accepted by the LTO to immediately start the registration of new motor vehicles manufactured, sold or imported by the members of CAMPI and TMA who are participants of the Motor Vehicle Development Program (MVDP). This agreement intends to minimize, if not eliminate, the number of new motor vehicles running in the streets without license plates. It will also provide a great relief to owners/buyers of new motor vehicles because it will lessen their waiting time for the registration of their vehicles. Thus, it assures them of the immediate use of their newly-purchased vehicles without the attendant problems of having no registration or license plates. The BOC, LTO and TMG also agreed to institute mechanisms to facilitate inter-agency coordination in the processing of documents related to new motor vehicles and at the same time maintain and protect the integrity of the importation and registration systems. Moreover, this process facilitation would greatly enhance the revenue collection of these three government agencies sourced from new motor vehicles.

The formulation of this MOA was harnessed through the personal joint efforts of Customs Commissioner Antonio Bernardo, LTO Asec. Anneli Lontoc, TMG Director Danilo Mangila, CAMPI president Jose C. Alvarez and TMA president Elizabeth H. Lee. They agreed that the MOA is concrete proof that close and constant government-industry cooperation can be attained to serve the best interests of government, industry and the consumers.
