DENR acts to prevent repeat of past mistakes
August 7, 2005 | 12:00am
The Department of Environment and Natural Resources (DENR) is regularly monitoring the Boac-Makulapnit River to check that water quality to ensure that the tragic Marcopper incident will not be repeated.
Laboratory analysis shows that water quality in the river has improved significantly.
In order to avoid the mistakes of the past, the DENR has drawn up a Mineral Action Plan (MAP) that sets guidelines for the rehabilitation or redevelopment of viable projects with appropriate incentives and accountabilities.
Under the MAP, an Environmental Impact Assessment (EIA) system and an Environmental Protection and Enhancement Program (EPE) will be established to provide for the integration of environmental parameters at every phase in the life of the mine and provide for incentives for environmental management initiatives.
Final Mine Rehabilitation and Decommissioning Plan and post-abandonment land use shall be instituted from the commencement of the mining project. This includes progressive rehabilitation and appropriate environmental performance surety. Consequently, rationalization of the guidelines and standards for mine waste and mill tailings management will be had to effect continual improvement and to keep abreast with current technology. For even greater transparency and to bring out the best practice in addressing a mining concern, voluntary third party audits shall be encouraged.
The initial phase in the implementation of a compatible and multiple land use policy adopted in E.O. 270, as amended, includes the implementation of mining projects in ecologically sensitive area, which shall be addressed through the EIA system and science-based valuation tools.
It is expected that these measures will not only instill greater public confidence in Minerals Industry, but will also lead to clear, stable and predictable policies on environmental and ecological aspects on mining.
