BSP starts search for 2 deputy governors

MANILA, Philippines — The Bangko Sentral ng Pilipinas (BSP) has started its search for two new deputy governors to lead the Monetary and Economics Sector (MES) and the Financial Supervision Sector (FSS), ahead of the impending retirements of Francisco Dakila Jr. and Chuchi Fonacier later this year.

The MES deputy governor will oversee the BSP’s operations related to monetary policy formulation, implementation and assessment. This role also includes supervising economic research and statistics, international monetary affairs as well as loans and credit supervision.

On the other hand, the FSS deputy governor will manage the regulation of banks and BSP-supervised financial institutions (BSFIs).

Key responsibilities include conducting examinations and supervision of banks and BSFIs, prudential policy research, analytics and ensuring credit information management.

Candidates for both positions must have a master’s degree or certificate in leadership and management from the Civil Service Commission and a career service (professional) or second level eligibility.

The central bank is also looking for individuals with 15 years of relevant experience, five years of which involve management or supervision. The new deputy governors should have 120 hours of managerial or leadership training.

Dakila was appointed deputy governor of the MES in July 2019, succeeding Diwa Guinigundo. Prior to this role, he served as assistant governor for the Monetary Policy Sub-Sector.

He earned both his doctorate and master’s degrees in economics from the University of the Philippines School of Economics. Additionally, he graduated magna cum laude with a Bachelor of Science in Economics.

Meanwhile, Fonacier began her career in the BSP in 1984 as a bank examiner and rose through the ranks to become deputy governor of the FSS in July 2017.

In 2008, she headed the BSP’s primary supervisory unit that handles specially challenged banks. Under her watch, a record number of bank issues and developments were successfully resolved and implemented.

She also led the development of various programs aimed at strengthening the thrift, rural, and cooperative banking sectors by encouraging mergers, consolidations and acquisition involving weak banks.

Fonacier took up her Bachelor of Science in Commerce major in accounting degree at the University of St. La Salle - Bacolod. She obtained her master’s degree in business administration from the Ateneo de Manila University.
