MANILA, Philippines —  As the Ninoy Aquino International Airport (NAIA) closes in on its privatization, the government has started the restructuring process for the Manila International Airport Authority (MIAA), which will surrender some of its powers to the future concessionaire.

MIAA is soliciting proposals for consulting services to do the organizational restructuring plan of the agency.  It  is allocating P5.96 million for the project, and it will reject any and all bids that go beyond that amount.

The agency operating NAIA is accepting eligibility documents from interested consultants until Jan. 16.   Companies eyeing to participate need to submit legal and technical papers to prove that they can deliver the consulting contract.

MIAA will compile a roster of five consultants eligible to participate in the project bidding. The evaluation of submitted proposals will be based on the following criteria: 50 percent for relevant experience, 30 percent for personnel qualifications, and
20 percent for current workload.

Once the contract is awarded, the consultant will be granted a period of 60 calendar days to draft the organizational restructuring plan of MIAA.

Last year,  Transportation Undersecretary Roberto Lim said  the privatization of NAIA would result in zero job losses, as MIAA would remain the regulator of the airport.

Lim said NAIA employees should be offered the opportunity to work for the private consortium which will win the right to operate and maintain the gateway.
