MANILA, Philippines — Taxpayers can now avail themselves of a digital version of their identification number IDs without having to line up at district offices of the Bureau of Internal Revenue.

BIR Commissioner Romeo Lumagui has issued a revenue memorandum circular that makes available a digital taxpayer identification number (TIN) ID.

Lumagui explained that the digital TIN ID system aims to provide excellent taxpayer service.

“With this new system, we can eliminate the practice of fixers and scammers selling TIN online while giving taxpayers a convenient alternative in getting a TIN, instead of lining up at our offices,” Lumagui said.

A TIN ID is a valid government-issued document accepted by various state agencies, local government units, banks, employers and other institutions.

Unlike physical TIN cards, the digital TIN ID does not require a signature.

The BIR explained that the authenticity of the digital TIN ID can be verified through the Online Registration and Update System (ORUS) by scanning the QR code in the ID.

Taxpayers with existing TIN can also apply for the digital version.

“The digital TIN ID is a permanent identification document. Both the physical TIN card and digital TIN ID remain valid, and holders need not secure a physical card if they possess a digital one,” Lumagui said.

To apply, the BIR said specific guidelines for uploading photos are provided as clear, appropriate and recent images that resemble the individual accurately should be followed.

Photos that do not meet the specified requirements shall not be considered valid for transactions and shall not be accepted as valid digital TIN ID by the relying parties.

Uploading of unrelated photos will likewise be subjected to penalty.

The BIR maintained that the digital TIN ID is free.
