MANILA, Philippines — Knowledge of the rules set by the Civil Service Commission for public officials and civil servants will make a difference on how to respond to issues, problems, and challenges face on a public servant. To guide public servant, the Center for Global Best Practices invites you to attend its two training programs scheduled on June and September from 1:30 to 4:45 p.m. via Zoom.
Webinar 1: Rules on Administrative Cases in the Civil Service (Thursday and Friday, June 15 and 16). This training is to empower the citizenry and to provide the disciplining authorities in the government with the tools and weapons in dealing with situations that call for the filing of administrative cases against erring and abusive public servants. This special program is helpful for those who need to defend themselves against unfair complaints and accusations.
Webinar 2: Revised Omnibus Rules on Appointments and Other Human Resource Actions (Tuesday and Wednesday, Sept. 5 and 6). As a public servant, it is your business to know your rights, your responsibilities and liabilities as the appointed official, HR manager or head of your government institution pertaining to the Civil Service Commission’s rules and regulations covering all issues on appointments up to retirement and HR actions you may have to take for your welfare and your office. This two-session training will comprehensively discuss the Civil Service Commission’s Omnibus Rules on Appointments and Other Human Resource Actions 2017, ORAOHRA Revised Rules 2018, its updates, and amendments up to August 2023.
Both programs are highly recommended to all employees and officials of the national government agencies (including state colleges and universities), GOCCs with original charters, and local government units. These include rank and file, permanent and casual government employees except for elected officials and presidential appointees with the rank of cabinet secretary.

CGBP is also an accredited training provider of the Civil Service Commission, DILG-Local Government Academy, Governance Commission for GOCCs, and other regulatory agencies. Government funds to be used in these training programs will not be covered by Philippine Procurement Law or RA 9184 based on its Revised IRR’s Section 4.5-b, which classifies training and seminars as non-procurement activities. DBM circular 563 issued on April 22, 2016, also exempts public officials and government employees from the P2,000-limit per day on training fees.
