A guide to the IRR of procurement law

The Philippine Star

MANILA, Philippines — Experience has taught many erring public officials that lack of knowledge of the updated procurement law cost them their jobs, perpetual disqualification from holding a government position, forfeiture of retirement pay, damages, jail time and irreparable negative reputation that is painful for them and their families.

This has also led to millions of lost business opportunities for the private-sector due to questionable processes after investing a huge amount of time, money and effort in winning a government project, only to be invalidated afterwards.

With the advocacy of educating the general public on this special topic, the Center for Global Best Practices will host a series of online training programs via Zoom on the following dates:

a) Best Practices Guide to the law and IRR for procurement of goods 1:30 to 4:45 p.m. | Wednesday to Friday, May 31, June 1 and 2.

b)  Best Practices Guide to the law and IRR for procurement of infrastructure 1:30 to 4:45 p.m. | Wednesday to Friday, August 9, 10 and 11.

c) Best Practices Guide to the law and IRR for procurement of consulting services 1:30 to 4:45 p.m. | Wednesday to Friday, October 4, 5 and 6.

Learn from expert practitioner, Zoilo Andin, Jr., who is the course director and lead lecturer at CGBP. He is a consultant, adviser, and lecturer to many national government agencies, LGUs, private companies, and law firms on the procurement law. His expertise in public procurement was honed by his former government positions – president and chief operations officer, Northrail Corp.; deputy administrator, Metropolitan Waterworks and Sewerage System; executive director of the National Solid Waste Management Commission and the Pasig River Rehabilitation Commission.  Presently, he serves as procurement Specialist for USAID-SURGE Component 1 Projects. He is also a resource person and subject matter expert for ecological solid waste management for the PCAPI Region 4A.
