DOE creates energy management system

MANILA, Philippines — The Department of Energy (DOE) is setting up an energy management team (EMT) that will develop an energy management system (EnMS) in line with its ongoing efforts to boost the implementation of energy efficiency and conservation measures in the country.

Energy Secretary Raphael Lotilla has issued a department order institutionalizing the EMT to develop the EnMS, the purpose of which is to enable an organization to observe a systematic approach in achieving sustained improvement of energy performance, such as energy efficiency, energy use and consumption.

Under the department order, the established EMT will be chaired by a director from the DOE’s energy utilization management bureau.

The chairperson is tasked to plan and direct the energy management activities, as well as implement the EnMS.

The EMT will also have an energy manager, which will be represented by the chief of the agency’s general services division administrative services.

The EMT will also be composed of representatives from concerned bureaus, as well as services and field offices that will help ensure the effective planning, implementation, maintenance and continual improvement of the EnMS.

The DOE will procure services of a highly technical consultant to carry out the work plan consistent with the established activities in the certification/recertification application of International Organization for Standardization (ISO) 50001 or any other similar framework.

ISO 50001 is the international framework for the structured practice of managing energy to effect improvements in energy use through the development of an EnMS, the DOE said.

The DOE, as the lead implementing agency of RA 11285 or the Energy Efficiency and Conservation Act, is responsible for the planning, development, implementation and monitoring of energy management policies and other related energy efficiency and conservation plans and programs.

“Therefore, for the effective implementation of the law, and for the DOE to continually improve its energy performance through the development of an energy management system, the following duties, responsibilities and designation are hereby adopted and promulgated,” the department order stated.
