Resolving ROW issues
MANILA, Philippines — The delay in obtaining the right-of-way (ROW) access is one of the major problems to complete the implementation of the government’s Build Build Build infrastructure projects.
To help address this issue, the Center for Global Best Practices (CGBP) will host a two-session program entitled “Resolving Right-of-Way Issues: Practice-Oriented Approaches and Remedies in ROW Issues” to be held on Tuesday and Wednesday, Sept. 13 and 14 from 1:30 to 4:45 p.m. via Zoom.
Learn everything you need to know about the best practices in solving your ROW problems and challenges. Topics will include the new Right-of-Way Act, salient features of its IRR, modes of acquisition and transfer, guidelines and process of expropriation, rules on negotiated sale, standards for the assessment and compensation of subject properties, environmental issues, strategies, judicial and administrative remedies for more effective and efficient resolution of ROW access.
This special webinar will feature two distinguished CGBP course directors and lecturers:
Edsel Tupaz headed the right-of-way acquisition and enforcement of DPWH and was in-charge of resolving all ROW issues both in national and regional level on all infrastructure projects of the government under the Build Build Build program. He designed and implemented nationwide policies and rules for ROW, including the latest DPWH Right-of-Way Acquisition Manual (DRAM). He obtained a Master of Laws at Harvard Law School and became one of the youngest faculty at the New England School of Law, Boston, and Massachusetts. Currently, he is a Partner of Gorriceta Africa Cauton & Saavedra.
Agustin Torres was part of the oversight committee on the crafting and implementation of the revised IRR of the Building Code of the Philippines. He also serves as a program director at the Center for Global Best Practices and a consultant at the DPWH National Building Code Development Office and the LGU of Quezon City.
