MANILA, Philippines — The Bangko Sentral ng Pilipinas (BSP) has appointed career central banker Eduardo Bobier as a new deputy governor of the corporate services sector.

Bobier, who used to head the central bank’s comptrollership, replaced former deputy governor Maria Almasara Cyd Tuaño-Amador who retired.

Bobier has committed to ensure the prudent and effective management of the BSP’s resources in support of its core functions.

“I am committed to ensuring the effective management of BSP’s financial and physical resources in support of its core functions. I also pledge to uphold the highest standards of integrity in public service as I have done over the past 35 years with the BSP,” Bobier said.

Bobier began his central banking career as a statistician at the Department of Economic Research in April 1987 and held various positions in the  central bank in more than three decades.

Bobier has always upheld the highest standards of integrity in public service.

He also served as one of the heads of then – Treasury Department, now Financial Markets, where he contributed to the development and implementation of sound strategies and best practices to manage the BSP’s international reserves.

As chairman of the BSP’s budget committee, Bobier pursued digital disbursements and payments efforts within the BSP.

Last year, Bobier was appointed assistant governor of the BSP’s Comptrollership Sub-sector (CoSS) and was responsible for the maintenance of the accounting records.

During his term, there has been significant decrease on audit observations and findings by the Commission on Audit (COA). More COA findings were resolved and COA’s auditor provided an unqualified opinion to BSP’s financial statements.

As member of the Digital Payments Transformation Steering Committee, Bobier led the internal digitalization of disbursements and payments as the BSP ‘walks the talk” on digital transformation consistent with the National Retail Payments System’s principles.

Bobier facilitated the opening of BSP’s account with four commercial banks to fully serve BSP’s incoming and outgoing retail payment requirements electronically. CoSS now receives payments from internal and external stakeholders through the New Order Payment System.

Various payment channels and partners such as e-money issuers, GCash, PayMaya, Bayad Centers are utilized thus, promoting cashless transactions.

Bobier earned his master’s degree in business administration from De La Salle University in Manila and a bachelor’s degree in commerce, major in accounting, magna cum laude, from Manuel L. Quezon University.

Bobier is a certified public accountant and studied portfolio management at the World Bank in 2011.
