MANILA, Philippines — State-run Power Sector Assets and Liabilities Management Corp. (PSALM) is bidding out the one-year operation and maintenance service contract (OMSC) for the 650-megawatt (MW) Malaya thermal power plant in Rizal.
PSALM published an invitation, soliciting offers to operate and maintain the power project for one year.
The agency manages the thermal power plant through an OMSC.
The contract has an approved budget of P224.8 million, to be sourced through PSALM’s 2020 and 2021 corporate operating budgets.
Under the terms of reference, interested bidders are required to have completed a similar contract of operation and maintenance of either diesel, oil or coal-fired thermal power plant, with generation output delivered to a national grid.
PSALM said bidding would be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion.
A pre-bid conference is set on Feb. 4 while qualified bidders have until Feb. 17 to submit their offers.
Last year, Korean firm Soosan ENS Co. Ltd. bagged the operation and maintenance contract.
Part of the responsibilities under the service contract include the day-to-day upkeep, management and maintenance or repair of the power plant and its equipment.
The OMSC will be bid out annually until MTPP is privatized. PSALM is targeting to rebid the power asset within the year.
Currently, MTPP is designated as a must run unit by the Department of Energy to address supply deficiency when operating power plants in the grid suddenly bog down or become unavailable.
Located in Pililia, Rizal, it consists of a 300-MW unit with a once-through type boiler and a 350-MW unit fitted with a conventional boiler. However, only the second unit is working.
It was last rehabilitated in 1995 by Korea Electric Power Corp. under a 15-year rehabilitate-operate-manage-maintain agreement.
