ARTA reports low compliance to RA 11032

MANILA, Philippines — Less than half of government agencies have submitted their revised citizen’s charter to the Anti-Red Tape Authority (ARTA) in compliance to Republic Act 11032 or  the Ease of Doing Business and Efficient Government Service Delivery Act.

As of yesterday,  1,699 out of 4,364 government agencies have submitted their revised citizen’s charter to the agency.

ARTA set a Dec. 6, deadline for the submission of citizen’s charter.

Of the 1,699, 1,175 are national government agencies (NGA), 314 are local government units (LGU), 95 are water districts, 64 are state universities and colleges, 22 are government-owned and -controlled corporations (GOCC), while 29 are those classified as NGA/GOCCs.

An agency’s citizen’s charter provides information on requirements for each application or permit.

Submission of citizen’s charter is a requirement for agencies under RA  11032 or the Ease of Doing Business and Efficient Government Service Delivery Act.

The law seeks to curb red tape in government by requiring agencies to complete transactions within a specific period.

Under the law, simple transactions should be completed within three days, those classified as complex within seven days, and highly technical ones in 20 days.

ARTA has also required government agencies to submit a list of all their pending contracts to the body by Dec.9.

It issued the order as Duterte earlier said there should be no pending government transactions by Dec.15.

So far, 21 government agencies and two LGUs have complied with the order.

ARTA will submit to the Office of the President the list of pending government contracts it  received.

The agencies which failed to comply with the submission deadline of the citizen’s charter and to act on pending contracts may face administrative charges, ARTA director general Jeremiah Belgica said.
