Cusi sets December 20 deadline for resolving DOE applications

Danessa Rivera - The Philippine Star

MANILA, Philippines — Energy Secretary Alfonso Cusi has issued an ultimatum to resolve all pending applications and contracts before the agency on or before Dec. 20.

This is in line with the DOE’s continuous efforts to effectively implement a department circular which provides a streamlined process for the awarding and administration of service/operating contracts, as well as the issuance of permits, endorsements or certifications for energy projects.

“One of the profound changes being effected under President Duterte’s leadership is the eradication of bureaucratic red tape. We at the DOE have been striving to help fully realize this vision by streamlining our processes, most especially those involving the service or operating contracts,” Cusi said.

In the same order, Cusi instructed all undersecretaries, assistant secretaries, and concerned bureau directors to submit an inventory of all pending applications for service/operating contracts, including their dates of application, status, and actions taken; and status reports on all existing service contracts.

“We are undertaking all measures that would maximize our operational efficiency. These inventories would guide us in making sure that all pending action items are acted upon before 2019 comes to a close,” Cusi said.

Last year, the agency launched a zero backlog program to resolve all pending applications where it formed a task force to review and resolve all pending applications in all of the department’s bureaus.

The task force, headed by undersecretary Alexander Lopez, was also tasked to make sure all applications comply or are processed according to the timeline of each filing.

At that time, Cusi said some of the pending applications date back to 2011.

The zero backlog program was in compliance with the Ease of Doing Business and Efficient Government Service Delivery Act of 2018.

Signed by President Duterte in May 2018, the law aims to address the failure of the Anti-Red Tape Act of 2007 as it enhances business competitiveness and good governance in government institutions.

It standardizes the processing time for government transactions and limits to a maximum of three the number of signatories required in applications for licenses, clearances, permits, certifications and authorizations.
