ADB releases design guides for New Clark City

MANILA, Philippines — The Asian Development Bank (ADB) has released three reports that would serve as roadmaps for designing New Clark City in Tarlac.

The international finance institution serves as the transaction advisor for the project through its Office for Public Private Partnership (OPPP).

ADB’s advisory services are, in turn, supported through the Urban Climate Change Resilience Trust Fund (UCCRTF), a multi-donor fund aimed at reducing risks faced by the urban poor from climate change and natural disasters through effective and strategic planning of resilient infrastructure.

The bank said the following reports are now available: Review of the Master Plan of New Clark City; River Study and River Zone Plan for New Clark City; and Resilience Framework for New Clark City.

New Clark City, with its strategic location in Northwest Luzon, is envisioned as a mixed-use community and is among the priority projects in the government’s infrastructure plan.

The planned community spans 9,450 hectares and is estimated to house up to 1.12 million people.

The new city includes a government center for national agencies and universities as well as areas for recreation and ecotourism. It would cost around $14 billion to develop the city.

The project is managed by the Bases Conversion and Development Authority (BCDA).

New Clark City is also being positioned as one of the solutions to decongesting Metro Manila as several government agencies would be relocated there.

At least 21 government offices are currently being considered for relocation to Clark.
