Government blacklists 36 construction firms

MANILA, Philippines - A total of 36 construction companies are currently barred from entering contracts with the government, the Construction Industry Authority of the Philippines (CIAP) said yesterday.

Based on its consolidated blacklist report containing the list of contractors prohibited by procuring entities, the CIAP said 32 firms were blacklisted by various government infrastructure agencies, while four were banned by the Philippine Construction Accreditation Board (PCAB) for various offenses.

Among government agencies, the Department of Public Works and Highways had the most number of blacklisted contractors with five, followed by the National Housing Authority and Metropolitan Waterworks and Sewerage System with four apiece.

The contractors banned by these agencies include A. P. Torres, B.J. Contractors, Constructive Builder Inc., Ramona Mining and Development Corp., Alpha Trine Motors Corp., Infra-Structural Construction, R. T. Katigbak Construction Corp., Stern Builders Corp., B.E. Construction, J.R. Maliwanag Trading and Construction, Jonice Engineering Construction, Suzuka Construction Co. Ltd., and Villcruz Construction and Supply.

The 36 contractors were blacklisted by various government infrastructure agencies due to offenses such as rescission of the contract due to failure to complete the project, abandonment of the contract, intolerable negative slippage, failure to comply with contractual obligations, failure to comply with any lawful instructions, falsification of public documents, quality of materials not complying with the approved plan and specs, poor performance or unsatisfactory quality of work, and termination of the contract.

“Contractors included in the blacklist are not allowed to participate in any government procurement or bidding during the period of disqualification,” the CIAP said.

Meanwhile, the blacklisting of four firms by PCAB were due to misinterpretation of financial qualification, submission of spurious contractor’s license, and submission of false documents or misinterpretation of sustaining technical employee.

The companies are Geety Realty & Development Corp., Lime Light Construction, R2D Construction & Supply, and Transpower Builders and Development Corp.

The CIAP said a blacklisted contractor would automatically be removed from the blacklisting on the succeeding licensing period after payment of the appropriate penalty has been made, unless the blacklisting agency requests to maintain the blacklisted entity in the report due to justifiable reasons.
