PPP Center to review lone bid for P1.6-B civil registry IT project

MANILA, Philippines – Only one company submitted an offer during Friday’s bidding for the second phase of the Philippine Statistics Authority’s civil registry system modernization project rolled out by the Public-Private Partnership Center.

Out of the three prequalified bidders for the P1.59-billion Civil Registry System Information Technology Project (CRS-ITP), only Unisys Public Sector Services Corp. submitted a technical and financial proposal to the PSA.  

The project, which would take two years to develop, involves the upgrade of the existing civil registry system to an entirely new system with higher specifications and service level requirements, and the construction of a new building.

Its precursor, CRS-ITP Phase 1, began in 1999 and is set to expire on March 2017. In anticipation of this date, discussions on the CRS-ITP Phase 2 were initiated in 2012, receiving NEDA Board approval in July 2015.

The two other prequalified bidders for the project are Morpho-Filmetrics-Frey Consortium consisting of Filipino and French companies and the PNJ Partnership composed of Filipino and Japanese firms.

PPP Center executive director Andre Palacios said the offer would be reviewed within 15 days of submission for technical and financial fitness.

“We will conduct a detailed technical evaluation of the offer. We would also go back to the ICC (Investment Coordination Committee) to get an approval of the project’s rate of return,” he told reporters.
