Pre-bidding set for P298-M upgrade of LTFRB IT system

MANILA, Philippines - The Department of Transportation and Communications (DOTC) is holding a pre-bid conference for the P298-million Road Transport Information Technology (IT) Infrastructure Project - Phase II under the public-private partnership (PPP) program next week.

Jose Perpetuo Lotilla, chairman of the Pre-qualification, Bids and Awards Committee and Undersecretary for legal affairs at the DOTC, said the pre-bid conference will be held on Aug. 24, at EDSA Shangri-La.

 “All interested parties, including those who have not purchased the bidding documents, may attend the said pre-qualification conference,” he said.

The PPP project will involve upgrading the existing IT infrastructure of the Land Transportation Franchising and Regulatory Board (LTFRB).

The work will cover computerization of the LTFRB’s manual processes, as well as development and supply of its network infrastructure (hardware), database, and applications (software).

The move to computerize LTFRB’s processes is intended to clean up the agency’s existing data as well as enhance data collection and processing.

It is also envisioned to facilitate integration within the LTFRB and among related agencies.

In effect, the project will lessen the processing time for transactions with the LTFRB, improve the public’s access to information and establish a feedback mechanism.

According to the PPP Center, the submission of the pre-qualification documents for the project is set in October.

Aside from the Road Transport IT Infrastructure Project, other PPP projects under procurement are the Integrated Transport System – South Terminal Project; Bulacan Bulk Water Supply Project; Regional Prison Facilities through PPP; Operation and Maintenance of Light Rail Transit Line 2; Laguna Lakeshore Expressway-Dike Project; Development, Operation and Maintenance of the New Bohol (Panglao) Airport;

Laguindingan Airport; Davao Airport; Bacolod Airport; Iloilo Airport; Davao Sasa Port Modernization Project; New Centennial Water Source – Kaliwa Dam Project;  and North-South Railway Project (South Line).

The PPP program, launched in 2010, is aimed to address the country’s infrastructure gap, deliver public services and generate jobs.

Since the program’s launch, the government has awarded 10 projects valued at about P189 billion.
