The Philippine Star

MANILA, Philippines - With the clamor of many businesses and government organizations for best practices seminars in the Visayas, the Center for Global Best Practices is bringing two of its book authors with their in-demand seminars to Cebu this month. They will feature Atty. Alvin Villanueva, labor law expert and practitioner who authored 11 books on the topic “Best Practices Guide to Valid Job Contracting and Subcontracting” on May 29. And to help public officials and private entities address regulatory and compliance issues with their public-private transactions is Atty. Leonor Boado who will lecture in the program entitled, “Best Practices & Remedies to Avoid COA Disallowances” on May 30. She is the recently retired director of the Fraud Audit and Investigation Office, Legal Services Sector of the Commission on Audit who has authored three books on criminal law.

Both seminars will be held at Radisson Blu Hotel, Cebu City. For details and a complete list of best practices seminars, log on to www.cgbp.org or contact Cebu lines (032) 512-3106/07, Manila lines 842-7148,59 and 556-8968/69 or; Baguio line (074) 423-5148). These programs are being offered at introductory provincial rates for pre-registered participants.

Villanueva will lecture on contracting outsourced services and ways on how to ensure protection from potential claims arising from labor disputes, whether in outsourcing security, janitorial, accounting, sales, construction, property management, logistics, merchandising, PR, advertising and other services.

Boado will cover topics including how businesses can stay out of trouble when dealing with the government to ensure that transactions or government disbursements are not classified illegal, extravagant, unnecessary and unconscionable. When certain transactions are disallowed, the public official involved in such transaction are made to pay for such disbursements while others are suspended or even dismissed from service. The private entities involved are made legally, financially and criminally accountable. Learning this subject matter is a must if one were to deal with the government.

For government officials of LGUs, national government agencies, government-owned and controlled corporations, she will share her experiences and valuable insights covering remedies and defenses on notice of suspensions, notice of disallowances, and notice of charges as well as how to address issues on how a subordinate can escape liability for an irregular act of his superior.
