BCDA sets rebidding of SCTEx service area

MANILA, Philippines - The Bases Conversion and Development Authority (BCDA) is rebidding the lease and development of a two-hectare service area along the Subic Clark Tarlac Expressway (SCTEx).

In a bid notice posted on its website, the BCDA said it wants the two-hectare portion of the Macangcung service area located at Brgy. Santiago, Concepcion in Tarlac to be developed into a gas station with other amenities.

The property would be leased for 25 years and renewable for another 25 years.

The minimum starting annual fixed lease for the property which will apply on the fifth year of the lease is at P3.5 million, inclusive of value-added tax and subject to an annual escalation of five percent.

The BCDA has set the first four years of the lease to be a rent-free period.

“Upon contract signing, the winning bidder shall remit to BCDA a security deposit, equivalent to the winning bid and shall post a surety bond with a face value of P7 million,” the BCDA said.

Interested bidders may purchase the Terms of Reference (TOR) for the property at the BCDA Corporate Center located in Bonifacio Global City (BGC) until March 7, for a non-refundable fee of P50,000.

The TOR may also be viewed in the BCDA website at www.bcda.gov.ph.

A pre-bid conference is slated on March 7, at the BCDA Corporate Center where the TOR and inquiries of interested bidders would be discussed.

The Macangcung service area and the Concepcion service area were offered for bidding in September last year.

The Macangcung service area is being offered for tender anew under revised terms after it failed to get bids at last year’s auction.

The lease and development of the Concepcion service area, meanwhile, was awarded to Sea Oil Philippines, Inc.

Aside from the Macangcung service area, the BCDA is also looking for bidders for the lease and development of the 3,099 square meter Eastgate property located at the institutional area of BGC.

The BCDA is mandated to transform the former military bases into alternative productive civilian use.
