Opening of bids for Cebu airport project set tomorrow

MANILA, Philippines - The Department of Transportation and Communications (DOTC) has set the opening of the financial bids for the P17.5 billion Mactan Cebu international airport expansion project tomorrow or a week earlier than the original schedule.

Transportation undersecretary Jose Perpetuo Lotilla issued General Bid Bulletin 28 - 2013 announcing that the opening of the financial bids for the public private partnership (PPP) project has been moved up to Dec. 12 instead of Dec. 19.

“Please note that the opening of the financial bids will be held on Dec. 12,” Lotilla stated in the bulletin dated Dec. 9.

Michael Arthur Sagcal, DOTC spokesperson, said in a statement that the agency’s Bids and Awards Committee (BAC) expects to complete today the evaluation of the technical proposals submitted by the seven prequalified bidders last Nov. 28.

Sagcal said the evaluation would determine how many of the seven prequalified bidders are eligible for the financial evaluation phase.

 â€œThis will pave the way for the opening of financial proposals on Thursday,” he stressed.

The seven bidders prequalified by the agency last May 15, based on the order in yesterday’s submission, include the GMR Infrastructure and Megawide consortium; the MPIC-JGS Airport consortium led by the infrastructure conglomerate of Metro Pacific Investments Corp. (MPIC) of businessman Manuel V. Pangilinan, and JG Summit Holdings of taipan John Gokongwei and Filinvest-CAI Airport consortium.
