Revamp no guarantee to higher BOC take
MANILA, Philippines - Customs Commissioner Rossano Rufino “Ruffyâ€Biazon said the massive reshuffle he was set to undertake at the Bureau of Customs (BOC) may not necessarily result in the agency meeting its revenue collection targets.
Biazon said he could not promise improved revenue collection as a result of the massive reshuffle which he has billed as his major reform measure to cleanse the agency of corruption.
Biazon said that the BOC’s ability to meet its targets hinges on many factors such as the target setting, where the executive department led by the Department of Finance and Congress have a hand, global trade, and others.
Biazon said that while the BOC, under his stewardship, has continually failed to meet its collection targets, the collection has been growing.
The BOC chief said this raises the question on whether the targets set for BOC are realistic.
Biazon said even lawmakers asked him during budget hearings, if the target set for the BOC for 2014, realistic since it projects a 20-percent growth.
In his more than one hour SONA last July 22, President Aquino lashed out at several government agencies for incompetence. Among the agencies he mentioned were the Bureau of Customs, the National Irrigation Authority (NIA) and the Bureau of Immigration (BI).
