MANILA, Philippines - The Bases Conversion and Development Authority (BCDA) has postponed the pre-bid conference and the deadline for the purchase of bid documents for the lease and development of the two lots along Subic-Clark-Tarlac Expressway (SCTEx) to a later date due to heavy rains and floods yesterday.
BCDA Asset Disposition Program Committee chairperson Nena Radoc said in a text message the pre-bid conference for the lease and development of the two-hectare lots and deadline for the purchase of bid documents for the properties scheduled yesterday did not push through due to inclement weather.
“We will be extending the deadline for purchase of bid documents to Friday, and rescheduling the pre-bid conference next Tuesday,†she said.
The terms of reference for the bidding of the properties can be purchased at a non-refundable fee of P50,000 at the BCDA Corporate Center in Bonifacio Global City or viewed through the BCDA’s website, www.bcda.gov.ph.
The pre-bid conference for the properties will likewise be held at the BCDA’s office.
The lots being offered for bidding are the Concepcion Service Area, and Macangcung Service Area, both located at Barangay Santiago in Concepcion, Tarlac.
The Concepcion Service Area is in the southbound direction of the Clark-Tarlac segment, while Macangcung Service Area is in the north bound side of the same segment.
Both lots are intended to be leased and developed into service areas which would have the following facilities: a gas station, restrooms, parking slots, emergency first aid station, potable water and lighting system, emergency vehicle repair shop and convenience stores.
Interested firms can either bid for one lot or both properties.
The properties will be leased for 25 years, and renewable for another 25 years, subject to the agreement between the BCDA and the winning bidder.
The BCDA has set the minimum acceptable starting annual lease for each of the two-hectare properties at P2.240 million.
Radoc said earlier that to give the winning bidder or bidders time to develop the properties into service areas, the minimum lease will only apply on the second year, subject to an annual escalation of five percent.
The winning bidder, however, would have to pay BCDA the fixed lease for the three years covering years two to four upon contract signing.
The construction of the 93.77-kilometer SCTEx had a total cost of P34.907 billion, with 78 percent of the funding coming from a loan extended by the Japan International Cooperation Agency and the balance accounted for by the BCDA.
At present, the SCTEx is being operated and managed by the Manila North Tollways Corp. (MNTC) through a business and operating agreement signed with the BCDA in July 2011.
MNTC will be handling the operation and management of SCTEx for 33 years under its agreement with the BCDA.
