MANILA, Philippines - Oriental Mindoro Electric Cooperative Inc. (Ormeco) is set to award soon the contract for the construction and operation of a 15-megawatt bunker-fired diesel power plant, a ranking official said.
The construction of the plant aims to address the energy demand of consumers in Calapan, Oriental Mindoro, Ormeco board president Audel Arago told reporters.
He said Ormeco’s Special Bids and Awards Committee is still evaluating the proposals of the three bidders -- DMCI Power Corp., Sta. Clara Power Corp. and Mindoro Grid Corp.
After evaluation, the committee would submit its recommendations to management which, in turn, would elevate it to the board.
“The SBAC will still evaluate the proposals and then it will be submitted to the management then to the board. We would like to assure that the bidding will be fair and square,†Arago said.
The invitation to bid was issued last March 7 and initially, eight bidders showed interest and paid the participation fee of P350,000.
The bids committee opened the proposals from the three bidders last June 28.
All three remaining bidders, however, were found to have issues with their submissions upon initial evaluation by the SBAC.
Of the three bidders, the Consunji Group’s DMCI was deemed “provisionally qualified†pending confirmation from the SBAC.
Arago said the committee would consider the merit of each bidder’s proposal including the bid price, although this is not the sole deciding factor.
