Napocor board to decide on new TO for reorganization

MANILA, Philippines - The board of National Power Corp. (Napocor) is set to roll out a new table of organization (TO) which will lead to a massive reorganization within the power firm.

Napocor’s board has approved and confirmed the “big boxes” or functional groups of its 2010 reportedly TO, which will have a staffing level of 2,472 positions.

Through a board resolution, Napocor president Froilan A. Tampinco has been given authority to initiate the implementation of the reorganization process, subject to compliance with all existing laws, statutes and policies, including applicable government approvals, civil service rules and regulations, and other administrative procedures and requirements.

According to Tampinco, the new TO will include the complete details on staffing levels and corresponding job grades.

Management will also request the activation of the Board Selection Committee, which will determine or select the heads of the different functional groups.

“Together, the submission of the detailed TO and the selection of the functional group heads will signal the substantial implementation of the reorganization process,” Tampinco said, in the company’s newsletter.

Tampinco rallied all Napocor employees to “re-frame” instead, or to look at the corporation and its primary business from a fresh perspective.

Re-framing was a concept introduced by Harvard University professor and marketing guru Ted Levitt, who wrote that companies must put their imagination to work and practice the art of seeing things differently in order to survive and to stay relevant.

Tampinco said that the time has come for Napocor employees to end the power generation business.

“I believe that our main contribution is in social development. Napocor is in the empowering business, or the nation-building business, or the business of providing a better way of life for the ordinary Filipino. Whether in the main grids or in the off-grid areas, as long as there are opportunities for social development, we shall be there, and by doing so, we shall continue to be relevant.”
